ISPs pay Content Providers
There's a story
on Slashdot about ISPs in Sweden paying Content Providers for access to those
sites. This won't fly, will it? Isn't there a chicken-and-egg problem here? (I
love those) Who's gonna sign up for this? Or, if it does take off, will this cause
a split in the web, where different people (who use different ISPs) have access
to different parts of the web?
