Evolution and Civilization

Evolution states that Homo Sapiens (i.e. "wise humans") have been around at least 250,000 years. The written history of civilization, however, extends approximately 6,000 to 10,000 years.

Consider the progress of man over the past 6,000 to 10,000 years. We know that fairly modern civilizations existed around 6000 - 8000 B.C., e.g. Egypt. Or the Greeks, Romans. Civilizations tend to progress pretty quickly.

So, how is it that man can exist for 240,000 years (according to evolution) without civilization progressing and advancing beyond living in caves or using primitive tools? If collectivism provides protection and survival (security in numbers), then wouldn't man have been drawn toward societal living?

Some would argue that certain African or aboriginal tribes have remained in primitive states for thousands of years. This is true but there are also many examples of societies that have progressed quickly over a short period of time.

How is it that man, in his current "evolved" state as a homo sapien, has existed for 250,000 years, according to evolution, and has not developed a highly advanced civilization that can go from planet to planet or star system to star system?

Can evolution explain this?
