My attention was drawn to your editorial titled "Stop studying, start solving" (DS, July 16, 2005) which discussed the problem of waterlogged city streets following even normal monsoon rain.
Don't you think the problem is caused, at least in part, by drains being blocked by piles of discarded paper from unused studies on how to solve the situation?
